Seth Killian, Capcom community manager said to Shacknews that the 12 characters that are available in the Vita version will be making their way to consoles. He did not add any more details.
Capcom’s Yoshinori Ono however, did an interview with EventHubs and revealed that all content updates will be offered as DLC thus it is a safe bet that these 12 characters will also be offered up as DLC.
The 12 characters are Street Fighter‘s Elena, Guy, Cody, Sakura, Dudley and Blanka, and Tekken‘s Alisa, Christie, Jack, Brian, Lars and Lei.
