Digital Foundry over at Eurogamer has reported that the framerate for the Xbox 360 version of Mass Effect 3 is better than its PS3 counterpart.
This problem existed in the demo version and it was hoped that with the final release that it will be resolved but it seems that both are pretty similar in terms of framerate issues.
The PS3 version is capped at 30fps but drops to about 20fps when in outdoor environment and it sometimes go even lower during cut-scenes.
The 360 version was touted as “better optimised” and had almost unnoticeable tearing although it was still liable to dip but its not as bad as the PS3.

It’s absolutely disgusting that they haven’t fixed the issue since the demo. It’s playable but I’m so mad.
